My bf has this dress shirt that he used to use for work, but he said I could have it because I wanted to cut it up and tailor it so it could be my own. I've seen different styles, for example tights with a long dress shirt that’s tunic-like. Any ideas to cut it up to be more feminine?

roll the sleeves, pop the collar and cut it to where it fits you tight around the waist.. which could mean re sowing buttons of your own.. leave the top three buttons undone when you wear it with jeans and boots under jeans and i'd state we’ve a hot mama on the loose. you could even sew a thick ribbon around the waist line under the breast line and and tie it in the back good luck

Well this might not be what your looking for but if you keep just the collar it can make a nice necklace to wear with a more low cut shirt or dress.
Just cut off the collar leaving the first button and button hole in tact then as you desire add beads/a pendant which you attach to the button.

Men's shirts have broader shoulders than women's - so if you can modify that… Or try putting darts at the front to give it a more feminine shape. You could take the waist in a pinch also.
