should I wear more makeup or do I look ok without it?

you’ve flawless skin and an incredible hair color, your eyes are gorgeous so u dont really need to be too heavy on the make up
i'd say that the lip balm-mascara combo looks great on you and i'd stick with that look, natural and elegant

I advocate wearing a sheer foundation(or at least concealer) to even out your skin tone(my suggestion - Maybelline dream mousse to matte foundation). I also advocate wearing a little blush - sorbet or peach is probably a good color for your skin/hair/eyes.
You'll also want to curl your lashes before putting on mascara. It would be ideal with your eye shape to not put very much on the bottom. Use a volumizing mascara(the ideal drugstore brand I've found is Voluminous by L'Oreal).
As for your lips, because your skin is so pale, purple-pink looks a little… odd. I suggest going with a little bit of a warmer color, like pale coral or peach.
And lastly, I advocate a little bit of eyebrow liner. Your eyebrows are the most defining part of your facial features, and since yours are blonde, they aren't very visible. Stick to a VERRRYY light brownish-gray color - so light and sheer that you can barely see it - just so that you can define you eyebrows without them looking stark or unnaturally colored.

I think you should have darker hair on you. I know thats not your question but I think you would look better with darker hair.
And as for your makeup, wear some mascara, eyeliner, and lipgloss. And maybe some tan-in-a-bottle. Or just get anatural tan.
