Is the father the only victim in this case? Mom and child get what they want?
Why would an American father file criminal charges against the Japanese mother who took his US born daughter to Japan and refuses him to see his daughter again? The child wants to stay with her mom in Japan, but never wants to see her father again. She also had a very good father. The Japanese Supreme Court gave the mom full custody of her daughter, and ruled that man (American/Japanese) have no legal rights to there children. A court in the USA gave the dad full custody and terminated her mothers parental rights.
Why would he put mom and child on Interpol most wanted (Red and Yellow Notices).
This is the Japanese mom legal right under Japanese law, and the Japanese Government will protect mom and child there nationals). This is considered child adduction under US Federal law.

The father has as much a right to see his child as the mother. Japanese law does not supersede US law. The mom was wrong to take the child to Japan without the father's knowledge or permission. The mom committed a criminal act (kidnapping) and should be on Interpol's wanted list. If she ever leaves Japan, she'll be arrested. The child has no say. It's a minor and also a victim in this custody battle.

If the child is between 10 - 18 then usually the decision to stay with whatever parent in the states decrees (if the person is lawful and can be a good parent and supportive). My ideal advice, get some money and hire a GOOD lawyer and use all the rotten eggs you’ve, only if the mother was bad, if not, hire the lawyer and seek visitation if you go to Japan and see her. Make it about her, not whose right it should be to have her.
