When do babies start being considered as toddlers? Is it twelve months?

It depends on who you ask. Some think it's when they begin walking (hence the word toddler) and some think it's when they’re 12 months. I think either works. I personally didn't concider mine a toddler until he starting walking just before he was 15 months.
