It depends on who you ask. Some think it's when they begin walking (hence the word toddler) and some think it's when they’re 12 months. I think either works. I personally didn't concider mine a toddler until he starting walking just before he was 15 months.

Now when you go to a store to purchase clothes typically the clothes will be labeled infant until 24months, and after that it starts at 2t, t for toddler.
